INTRODUCTION AND HISTORY

The HUMAN RESOURCE DEVELOPMENT OFFICE was created through Ordinance No. 1899 s. 2001 as amended by Ordinance No. 1930 s. 2002.

HRDO is responsible for all Human Resources and Personnel concerns in order to better take care of the needs of the City Government employees for more effective customer service oriented and professional workforce.

Tasked to develop, formulate and execute policies, rules and regulations in the area of professional management accordance with the CSC laws, rules and regulations. It is responsible for the establishment of a sound recruitment and selection system within the organization and act as secretariat of the Personnel Selection Board (PSB).

Implements comprehensive and balance Personnel Development Program designated to raise the level of efficiency, effectiveness and morale of the personnel in the City Government.

It develops and implements system of performance standards, awards and incentives for productivity improvement.

Establishes and administers employee welfare assistance, staff development, payroll processing, performance evaluation and recruitment and hiring of personnel.

B. RECRUITMENT AND PLACEMENT SECTION

Head: MARIO DENNIS CALVO

Administrative Officer V-HRMO

Functions:

  1. Identify all the unfilled vacant positions.
  2. Publish all vacant positions with corresponding Q.S. to the Civil Service Commission.
  3. Receive justification for the filling up of vacant position by the department concerned.
  4. Post the list of vacancies in three conspicuous places and distribute the same to all departments concerned within the agency.
  5. Recruit, receive and evaluate prospective applicants.
  6. Conduct preliminary interview of applicants.
  7. Prepare grade sheets and other related documents.
  8. Acts as PSB Secretariat
  9. Schedule for deliberation and recommendation of the most qualified applicants for promotion and newly hired personnel.
  10. Informed the newly promoted/hired employees and advise them to submit the necessary documents.
  11. Indorse to CSC for approval.
  12. Acts as liaison officer between the Cebu city government and the CSC and other government agencies.
  13. Implements plans and programs mandated under the Agency Merit Selection Plan.
  14. Implements new CSC mandates on recruitment and placement policies.

C. PERSONNEL RECORDS SECTION

Functions:

  1. Prepare and issue appointments for newly hired and promoted employees
  2. Review and Update plantilla of personnel
  3. Responsible for the maintenance of 201 files
  4. Issue certifications to all employees
  5. Prepare and issue service record of employees
  6. Maintains 201 Files
  7. Implements plans and programs mandated under the National Archives Act
  8. Prepares and implements Record Disposition Management in the agency

D. MONITORING AND PERFORMANCE EVALUATION SECTION

Functions:

  1. Orient employees on the Correct Performance Evaluation System
  2. Monitor employee performance and productivity
  3. Monitor Performance Standards, Targets and Accomplishment of all Cebu City Government Employees
  4. Coordinate with Performance Evaluation Review Committee (PERC) and Department PERC
  5. Receive Performance Appraisal Report from Departments
  6. Review and monitor all departments of submissions of standards, targets and accomplishment through Memorandum
  7. Implement performance evaluation system to all departments
  8. Implements plans and programs mandated in the Performance Evaluation Systems and all its modifications and new mandates
E. EMPLOYEE WELFARE AND DEVELOPMENT DIVISION

Functions:

  1. Process applications for GSIS claims
  2. Issue supporting papers for all medicare claims of personnel
  3. Prepare application documents pertaining to PAG-IBIG claims
  4. Identify employees who are retirable for the current year
  5. Update leave credits of all personnel
  6. Receive and approve leave
  7. Salary administration of Cebu City Government personnel
  8. Prints payroll and other monetary benefits of departments' personnel
  9. Print pay slip if needed
  10. Recommend policies for employees’ grievance
  11. Implements plans and programs mandated under the PRAISE
  12. Act as PRAISE Secretariat
  13. Implements new mandates and policies on Leave and benefits administration as mandated by CSC and DBM Circulars
G. STAFF DEVELOPMENT SECTION (TRAINING)

Functions:

  1. Prepare comprehensive annual training and development plan based on periodic assessment of organizational needs and skills/knowledge, inventory of workforce considering the various levels and categories of jobs in the agency and the urgency of such skills, knowledge and work attitudes to deliver effective basic service to the public
  2. Conduct orientation
  3. Researches on the urgency of employee training needs
  4. Conducts inventories on the workforce, taking into consideration the various levels and categories of jobs in the agency
  5. Designs, implements and evaluates in-service trainings and development programs solely or in coordination with the Civil Service Commission and/or other government agencies and institutions
  6. Conducts information dissemination on the various services

H. PERSONNEL ASSISTANCE AND COUNSELING SECTION

Head: PERLA ORTEGA

Functions:

  1. Facilitates mandated memberships of Philhealth, Pag-ibig and GSIS
  2. Assist employees on all claims (Philhealth,Pag-ibig, GSIS)
  3. Facilitates employees' SALN compliance
  4. Conduct counseling sessions to all employees
  5. Make anecdotal records for employee on counseling
  6. Recommend policies and reports to management for employees on counseling
  7. Institutionalize HRDO Customer Service Counter to cater the needs of the employees mandated under the ARTA (Anti-Red Tape Act)
  8. Implements programs and projects in relation to ARTA
I. ADMINISTRATIVE UNIT

Functions:

  1. Receive incoming and outgoing communications
  2. Identifies all office supplies and equipment in the office
  3. Prepare necessary documents for purchase of supplies and equipment
  4. Prepare necessary documents for payment to supplier of office items and equipment
  5. Maintain inventory records of supplies and equipments
  6. Certify certifications in salary, DTR, leave applications and other claims
  7. Monitor Office Budget
